Why manufactured homes need foundation certification for FHA, VA, and USDA loans.
If you are buying, selling, or refinancing a manufactured home with a government backed loan, your lender will eventually ask one question. Does the foundation meet HUD's permanent foundation standard. If the answer is no, or if there is no certification on file, the loan does not close until it is resolved. The certification requirement
For FHA insured loans, HUD requires that a manufactured home sit on a permanent foundation that meets the Permanent Foundations Guide for Manufactured Housing. Compliance must be certified by a licensed professional engineer or registered architect, licensed in the state where the home is located. The certification must be site specific and must carry the engineer's or architect's signature and seal.
VA loans rely on the same underlying foundation standard. USDA guaranteed loans follow comparable foundation and permanence requirements as well.

What often stalls a closing
The most common reasons a manufactured home foundation fails inspection are avoidable.
- Missing or insufficient tie downs
- Dry stacked blocks resting directly on soil instead of proper piers
- Screw in ground anchors used as the sole anchoring method, since HUD does not recognize these as permanent attachment
- A foundation with no engineer certification on file at all, even when the physical work is otherwise sound

Vertical uplift anchorage is now standard for most of Texas, Arizona, and North Carolina.
Starting in September 2025, the manufactured housing industry introduced a new requirement for homes in Wind Zone I that use an alternative foundation system. Vertical uplift anchorage is now required, typically two to seven sidewall anchors depending on the size of the home, in addition to the standard anchoring already in place. This update was introduced by the industry ahead of an expected HUD Code change, as an added layer of storm protection.
Wind Zone I is not a narrow coastal category. It covers most of the continental interior, including the majority of Texas, Arizona, and inland North Carolina. For most Complete Retrofit projects, this is the standard we install to, not an exception.
